Manager Marine Operations (2 Years Fixed Term Contract for Omani Nationals Only)
Role Purpose
Manage day-to-day marine services and logistics, including supervision of staff and contractor staff, vessels and berthing operations, contract delivery, and services deployment.
This is a fixed term position for 2 years.
Responsibilities
1. Lead and grow the department processes and programs with focus on driving operational excellence in terms of cost, efficiency and Integrity in the day-to-day management of the Marine department, in full compliance with Company, National and International Maritime rules and regulations.
2. Manage and develop the marine day-to-day marine and berthing operations for LNG and NGL vessels.
3. Co-ordinate the development, implementation, review and update of Marine standards, Port procedures and work instructions, including effective marine emergency response plans, conduct of regular drills, evaluating results, and updating ER plans as appropriate, to effectively manage maritime risks to ALARP within the Port
4. Manage, schedule, monitor and report on execution of the HSSE plan as it relates to marine infrastructure through interface with operations.
5. Develop and manage relationships/interface with visiting vessels, both local and transient
6. Manage day to day and seasonal/annual marine repairs and maintenance activities, and support/lead capital projects to meet business needs.
7. Lead and Implement processes and practices for the adoption of Marine Industry best practices.
8. Lead the 3-yearly HSSE Audit of PSA Marine & Oman Shipping – review and assess actions to monitor effective close out
9. Maintain regular engagement with Marine Contractors in line with OLNG Contractor Stakeholder Management Plan
10. Manage and Lead risk assessments for marine operations and provide safe and cost effective solutions to continually monitor and improve marine risk management and mitigations.
11. Implement and Monitor safe marine procedures & Marine HEMP
12. Ensure Qalhat Port incidents are investigated at the appropriate level, prevention and mitigation measures are applied and learning distilled/disseminated within and outside the organisation.
13. Lead and participate in the internal and external benchmarking of operational performance that enhances site level performance of ship management
14. Ensure gap closure plans are followed and progress is tracked to completion for the Shell Maritime Business Review (SMBR) and similar marine related audits.
15. Verify and analyse assessment of pilot suitability and – if confirmed suitable – certify pilots for Qalhat Port for the pilotage of LNG and condensate tankers
16. Develop and sustain external relationships with relevant Government authorities, ROP Coast Guard, Department of Marine Transport, SIGTTO, local shipping agencies, tanker operators/owners, OLNG Customers and shareholders in marine operational matters
17. Establish and Deliver technical, operational and commercial marine advice to support Company’s management, and in particular the Marketing department’s existing and future shipping related business
18. Ensure each tanker scheduled to call at Qalhat Terminal has been positively vetted and approved
19. Verify and analyse Ship Shore compatibility – including berth fit – for each newly nominated tanker scheduled to call at Qalhat Terminal and determine vessel acceptance or otherwise for OLNG Business.
20. Perform the duty of Technical Authority level 2 for OLNG Marine Operations.
21. To provide Subject Matter Expert support to the Marketing Team in their negotiation of new contracts.
22. Administer and ensure the adequate level of competence and performance of the employees and contractors through competence evaluation exercises, training initiation, audits etc.
23. Establish the development and coaching of Marine staff to the next higher level.
Requirement
1. Atleast 8 Years of Relevant Experience in a supervisory role.
2. STCW Class I Certificate (Foreign-Going) with Oil and/or Gas Carrier Endorsements. Sound marine professional who has served for at least 6 months in a senior rank on oil and/or gas carriers.
3. Previous experience of vessel assurance and marine audit requirements.
4. Pilotage experience in an Oil & Gas Terminal is preferred.
5. Previous experience of marine contractor management activities.
This is a fixed term position for 2 years.

Principle Engineer – SIF and Fire & Gas (Omani Nationals Only)
Role Purpose
Responsible for making technical leadership contribution to the development of the strategic direction, leadership and management of Safety Instrumented Function (SIF) Engineering including fire and gas (F&G) systems. Accountable for the development and implementation of the highest levels of Technical Excellence within SIF Engineering across the engineering, production, maintenance and technology centre to safeguard reliability and availability of the LNG complex. Play a critical role in ensuring the integrity of all SIF in the Qalhat facility including F&G systems by providing professional expertise continually working towards improving plant safety, availability and reliability. Implement the steps in the short, medium and long term plans to address any risk areas identified to meet the highest level of HSSE performance and assist the maintenance section, on SIF and F&G maintenance. Act in the position of ENA with authority whenever required in his/her absence.
Responsibilities
1. Develops and manages the delivery of technical excellence within SIF and F&G Engineering, and liaises with the area managers within maintenance and turnarounds to develop and strengthen assurance processes to ensure safe and uninterrupted plant operation.
2. Owns SIF and F&G Engineering as subject matter expert (SME) and acts as the definitive source of knowledge, technique, and expertise to provide professional and technical insight for design, engineering and complex trouble-shooting activities.
3. Develops and implements best practices related to SIF and F&G Engineering. Leads a work-group during complex investigations and provides novel and expert guidance in his/her area of capability to resolve technical challenges with maintenance and projects delivery.
4. Responsible to take accountability for technical quality of all activities within SIF and F&G Engineering, and to develop and maintain assurance functions within procedures, organisational structure, other business units, staff and the corporate functions to ensure risk profile in relevant business scope is identified, monitored and controlled.
5. Responsible for developing and maintaining discipline engineering assurance functions and providing in-depth specialist technical know-how to support other departments in safety, production, maintenance, projects and technology to sustain safe, continuous and uninterrupted plant operation, leading to achievement of overall corporate objectives.
6. Develops and maintains effective working relationships with a variety of stakeholders, including process safety manager, area maintenance managers, turnaround managers, project managers and senior management. The nature of the role involves actively leading and participating in multiple work-groups at one time and disseminating information across all levels of the organization.
7. Responsible to foster technical innovation, acquisition of expertise and a continuous improvement culture by constantly seeking new technical developments and actively pursuing deployment opportunities through engaging with the leadership teams, in a manner that positively contributes to the core values and the policies of OLNG.
8. Responsible to develop and maintain alignment within the organisation for delivery of business results in relevant discipline, and overall alignment with the corporate objectives.
9. Responsible to develop and implement the long term strategic plan for the engineering discipline activities in the Asset Reference Plan, and ensure alignment with production, maintenance and projects for delivery.
10. Supporting the Senior Manager in strategizing major engineering contracts from inception, contract strategy, contractor evaluation and selection. Responsible for ensuring delivery of major contracts and contractual compliance with regards to budgets, safety, quality and timelines.
11. Responsible for HSSE and Regulatory Compliance within their relevant discipline to provide leadership support to achieve goal zero for the OLNG organisation.
12. Responsible to ensure sufficient and suitable resources and equipment are available to complete all SIF and F&G related work.
13. Develop technical assurance compliance testing plan for SIF and F&G.
14. Develop and maintain all required documentation related to SIF and F&G management processes.
15. Ensure site compliance with recommended SIF and F&G Process Safety Management procedures, while promoting cost reduction and productivity enhancing initiatives and maintaining the site SIF and F&G management procedures.
16. Responsible for the discovery and colosure of any existing gaps against the SIF and F&G requirements, and maintain annual SIF & F&G improvement plans and effective assurance reviews.
17. Actively support and provide technical know-how in technical studies and failure investigations, Process and Instrument diagram reviews, Safety Integrity Level (SIL) assessments and HAZOP’s etc.
18. Actively support and contribute to the effective succession planning and functional / professional development of employees. Act as subject matter expert in SIF and F&G Engineering and support the skill pool development for transfer of knowledge to staff.
19. Follow up on critical overdue in the SIF and F&G preventive maintenance to minimize overdue occurrences, escalating instances of overdue and closing them immediately.
20. Implement and drive the practice of Instrument Protection protocols by providing the concerned departments with standard procedures and work instructions.
21. Coach & develop the staff to ensure the minimum competency levels are met or exceeded by a yearly review of their training needs, on the job exposure, cross postings, preparation of a personal development plan & regular feedback sessions including mid-year & final year appraisal.
Requirement
1. B.Sc in engineering in relevant streams like instrumentation, electrical and electronics
2. Minimum 8 years of experience in oil and gas, chemical or related industry
3. A minimum of 5 years practical work experience in SIF management and/or execution
4. Certification on IEC 61508/61511 standards TuV expert or equivalent.
