Senior Contracts Engineer

Role Purpose
Lead and manage the contracting function for acquisition of services in order to meet company objectives while adhering to company policies and procedures for plant services.
Responsibilities:
1. Renew assigned contracts and issue new contracts for procurement of materials and services as requisitioned by Plant
2. Coordinate with the Contract Holders to identify suitable contracting strategy and jointly present to secure the necessary approvals.
3. Carry out required analyses of potential contractors and bids received in order to fulfil OLNG requirements.
4. Prepare the commercial section and terms and conditions of the tender, compile the tender documents for review and approval.
5. Track and manage all procedures and activities related to the tendering period such as issuance of tender documents, issuance of clarifications and amendments to tenders, collecting and organizing for opening of received bids.
6. Ensure that the tendering process is auditable and conforms to OLNG standards, policies, procedures and guidelines.
7. Lead the negotiations with Contractors adhering to OLNG policies.
8. Coordinate with the Contract Holder to prepare the award recommendation and present if required to secure the endorsement of the Tender Board and the Board if applicable.
9. Advise and assist Contract Holders in post award issues such as claims, contract variations, contract amendments, negotiation of new star rates and Tender Board correspondences.
10. Generate contract monitoring reports on a timely basis and submit such reports to the concerned authority.
11. Compile the final contract documents while adhering to the Manual of Authority and register the contract in PACER for usage.
12. Provide all required information and documentations by the Company Auditors and provide the necessary clarifications in all audits related to his / her contracts and help in closing all the agreed action items.
Requirements:
1. Degree in Engineering, or Quantity Surveying.
2. A minimum of 5 years of experience in contract preparation and management best practices internationally and locally.
Supply Chain Strategy and Operational Excellence Manager

Role Purpose
Responsible for supporting the CPL function in line with corporate business goal by developing and maintaining an effective Supply Chain Management (SCM) frame-work that is consistent with organizational policies and standards. As a Subject Matter Expert responsible for execution of strategic and operational excellence strategies to achieve productivity improvement, drive simplicity, and enable cost reduction including performance monitoring.
This is a fixed term contract for two years.
Responsibilities:
1. Manage the CP aspects of the Business Planning Exercise. Accountable for the development, managing and performance monitoring of the BP and Functional Plan targets, and related reporting.
2. Analyse the CP Key Business Statistics, develop and implement strategies for performance improvement on the key functions of the department.
3. Establish strong, effective and collaborative partnership with key business stakeholders at all levels and Subject Matter Experts to identify specific business opportunities or to address business needs or problems and help develop effective solutions.
4. Facilitate and drive a holistic approach to improve customers’ experience and simplified processes which: Identifies and defines existing process gaps by understanding root cause and drivers, process mapping, Gain solid understanding of customer needs, Size and measure impacts of gaps to our customers and company.
5. Challenge existing operational processes by identifying creative customer centric solutions (leveraging customer interactions, external solutions, and employees). Build effective business case (influential with Senior Leaders). Prioritize opportunities based on customer benefits and investments; Develop a road map with short and long term solutions.
6. Coordinate Operational Excellence initiatives such as COR and Lean programs with the focus on identifying and driving simplification and optimise CPL function effectiveness and efficiency. This requires close coordination with various CPL members specifically for Contract Management, RtP, Business Improvement, ICV, and Strategic Sourcing.
7. Ensure the implementation, stabilization, and sustainability of the various SCM tools and processes across the business.
8. Provide a critical connect from a business perspective with HR around recruitment management, succession planning, and the responsibility of coordinating CP training and staff development.
9. Serve as a change agent promoting the use of COR and lean methodology to transfer CPL function towards Supply Chain organizational effectiveness
10. Enable and assist team members to complete improvement initiative as assigned.
11. Train, coach and guide CPL team members to deliver improvements in process capability through the application of COR and Lean strategies to reduce cost and increase productivity
12. Ensure overall organizational and structure alignment across CP. Maintaining the CP related governance, and controls (as related to NG-P004, and the ERP System).
13. Develop and maintain the procedural framework covering all aspects of Supply Chain process.
14. Liaise with Government/ Regulator agencies to ensure SCM frame work is in accordance with the laws of the Sultanate of Oman.
Requirements:
1. Degree in Business Management, Engineering, Quantity Surveying or Supply Chain, with appropriate Professional Qualification, preferably in SCM.
2. A minimum of 10 years of experience in Supply Chain, preferably in Oil & Gas Sector.
3. Continuous improvement experience with knowledge of multiple methodologies (e.g. Lean, change management)
4. Experience participating in numerous improvement projects and delivering tangible process improvements
5. Acquainted with MSC and broad knowledge of other module of AMS (Assert Management System)
