Job Description
Job Purpose:
The Planning Manager will plan, organize, and manage all bus services operated by MWASALAT to ensure the smooth operation of buses services, customer satisfaction and safety standards. The Planning Manager is also requested to proactively seek clients and customers for business development opportunities to increase the revenue generation of MWASALAT improving the financial sustainability of the company. To Planning Manager will manage and plan all bus services -adding, changing, or modifying new routes- using appropriate scheduling systems and reviewing and monitoring passenger and revenue growth strategy. The tasks of the Planning Manager will improve the quality of bus operation services, reflecting the company’s vision in providing Safe, Accessible and Reliable public transport system.
Key Responsibilities & Accountabilities:
- To coordinate with the concern Departments in preparation, bidding, pricing etc. of buses/routes planning. To proactively identify & pursue opportunities for revenue generation. To seek new clients/customers, preparation of quotes, pricing etc. of buses/routes planning. To proactively identify & pursue opportunities for revenue generation.
- To assist in the preparation of operating policies and procedures or to make changes in existing routes, policies, or procedures in order to improve the effectiveness of the buses/routes planning of MWASALAT. To drive continuous performance improvement initiatives leading to cost minimization, efficient operations, and process optimization. To prepare recommendations for the COO, CEO and Board.
- To provide direction and support to all departmental staff in order to ensure attainment of MWASALAT and departmental objectives within established policies and parameters. To handle escalations in the bus contracts operations as and when required.
- To monitor performance of buses/routes and to provide recommendations on development of new routes or changes in existing routes based on detailed analysis of facts & figures, with the aim of optimizing utilization of available resources and meeting the organizational objectives of MWASALAT.
- To assist in preparation of requirement for vehicles, materials, services, and facilities in order to meet the buses/routes planning requirements in the short and long term. To participate in the process of acquisition/purchase of the same.
- To oversee preparation of schedules, Vehicle Operator (HDD – MDD) rosters, financial reports, and other documents. To oversee preparation of quotes, invoices, and other required documentation (in coordination with the Finance Department).
- To coordinate with the Finance Department for ensuring timely collection of revenues for buses operations services. To follow up with clients and other stakeholders as and when required. To actively follow up with clients and other stakeholders when required with a focus on timely collections.
- To handle grievance, complaints etc. of the employees of the department (with support from the HR department). To ensure an open & productive work environment by maintaining good employee relations.
- To represent MWASALAT and liaison with regulatory bodies/authorities (ministries, ROP etc) and other fora as and when required.
- To assist COO in preparing and implementing the manpower requirement and deployment plan so as to meet the growth aspirations of MWASALAT, by providing inputs on the requirement of vehicle operators and other staff to meeting current and future buses operations services requirements.
- To contribute to capability building in MWASALAT by recruiting staff, communicating job expectations, training & mentoring employees and drive high levels of employee engagement and staff motivation in order to achieve departmental objectives.
- To support the implementation of programs to assure safety and emergency preparedness. To promote a safe work environment while complying with all of MWASALAT’s safety rules, policies, and procedure and to ensure safety and security of passengers, employees and equipment.
- To stay abreast of current and emerging technical and regulatory/legal aspects affecting public transportation; to make the necessary changes in policies and procedures and educate staff accordingly.
- To manage the planning and scheduling systems. Review and monitor Passenger and Revenue growth strategy and propose any network improvement & performance enhancement.
- Any other assigned duties from time to time.
Educations & Qualifications:
Bachelor’s Degree in university in Transportation Planning, Business Statistics, Mathematics, Geography, Urban Studies, or any other related field.
Experience:
- Minimum of 8 years of relevant Bus Planning experience with at least 3 years of experience in a management/supervisory capacity in public transportation, service development and transportation planning and management or related industry.
- Experience with modern transit system operating principles and practices including quality service concepts.
- Proficient in general office software such as Microsoft Word and Excel, PowerPoint, adobe Acrobat Pro.
- Knowledge of mapping, GIS, spatial data analysis.
- Knowledge of scheduling software systems and related technologies.
