Role Purpose
The Integrated Activity Lead Planning Engineer is responsible for effective implementation and execution of the Integrated Activity Planning & Scheduling Process (IAPS) across all of OLNG complex.
The purpose of this role is to design and implement a sustainable short and long term Integrated Activity Planning & Scheduling (IAPS) process, ensuring collaboration between all stakeholders in the delivery of integrated plans to deliver optimum execution of activities in compliance with appropriate procedures and regulations, thereby assuring safe and effective execution of the agreed activities and minimizing shutdown deferment across assets in the value chain while safeguarding technical integrity.
Oversee the administration of OLNG’s Computerized Maintenance Management System (CMMS), Business Intelligence (BI) and planning tool (Primavera).
Roles and Responsibilities:
1. Lead and implement Integrated Activity Planning and Scheduling Processes, covering the full range of current and future operational activities, ensuring agreed Best Fit in Class IAPS levels by the time of Project commissioning.
2. Integrate the various onsite planning processes into one OLNG Integrated Planning Process using one planning platform (Primavera)
3. With internal partners, review the current IAPS processes. Work collaboratively with stakeholders to design and implement changes that will improve the robustness and efficiency (including costs & safe implementation) of this process. Ensure this process is scalable to multiple operations e.g. additional projects. Define support requirements, if any.
4. Work with internal partners to lead and implement a process that will deliver a robust and efficient IAPS process, with effective Plan Entrance Criteria and Change Management. Ensure this process is scalable.
5. Develop suitable KPI’s for monitoring and managing based on global standard IAPS guidelines.
6. Develop and implement a plan for establishment of tools for supporting IAPS, ensuring compliance with Industry standards where they exist. If new systems are required, define business requirements and ensure IT plans are updated to reflect these needs.
7. Embed IAPS as a business tool & platform for driving improvements in planning performance
8. Demonstrate the effectiveness of IAPS through KPIs and metrics, driving improvements in the performance of supporting systems and processes
9. Responsible to prioritize and integrate activities in the asset short and medium-term plan linked to an optimal delivery of the annual business plan
10. Responsible to drive and clarify the activities priority with other stakeholders to meet the business needs and optimal delivery of the annual business plan
11. Responsible for consolidation of the various Functional activities into a single plan for the asset that is feasible (do-able) and optimized to reflect business priorities and resource constraints in order to maximize uptime of production facilities and optimize the use of shared resources
12. Lead effective IAPS meeting structures and attendance
13. Identify opportunities for improving forecasting, resource allocation and the execution of activities through improvements in integrated activity planning
14. Actively lead all stakeholders involved in the IAPS process to ensure collaboration between planning coordinators and alignment and buy-in to the process
15. Lead the IAPS process, including the preparation of IAPS calendar, IAPS plans comparisons & deviations, co-ordination of IAPS meetings, performance monitoring and co-ordination of medium/high impact IAPS change requests.
16. Ensures cooperation and coordination with the different functional groups that use IAPS, i.e. projects, scheduling, operations, maintenance, shutdown, engineering, logistics, etc.
17. Lead delivery of the integrated Medium Term (MT) and Short Term (ST) Integrated Activity Plans.
18. Lead continuous and sustainable improvement in the processes that support integrated activity planning.
19. Provides support to functional planner in the use of the IAPS toolset and the first point of contact.
20. Conduct training/briefing to all relevant staff in the implementation of IAPS including mobilization procedure, highlighting individual’s contribution to the process in order to gain the benefit from the IAPS process.
21. Challenge unplanned downtime, i.e. purpose, timing and duration of production impacting activities, train shutdown or upstream shutdown.
22. Monitor and ensure compliance on the use of IAPS in all activities on the assets, planning for concurrent operations and short term well and facility activities. Incorporate opportunities to improve production potential or availability.
23. Provide inputs to the Business Planning Process, in particular Key Assumptions and TMP activity plans. Support the business plan delivery on time, and with the required quality whilst satisfying operational requirements.
24. Analyse and identify the critical path activities and interfaces, communicating where necessary to relevant stakeholders.
25. Ensure compliance with legislated requirements for Health, Safety and Environment in the course of implementing IAPS delivery
26. Lead the IAPS for the different planning horizons ensuring activities are executed as planned and optimised to maintain safety, asset integrity and system availability
27. Execute the functional role of Integrated Activity Planning Lead, responsible for ensuring that IAPS requirements and processes are strictly adhered to by all planners through constant monitoring, coaching and intervention when planning processes or KPIs are off-target
28. Ensure that Functional Planning Meetings are conducted prior to the Monthly IAPS meeting to align these plans and provide inputs when available on potential clashes between functional plans. Follow-up weekly as required.
29. Co-ordinate with activity sponsors and/or work preparers to ensure readiness of activities according to the planning horizon. Monitor and report Maintenance Execution Planning and Scheduling KPIs
30. Assist in development of maintenance annual budget and cost monitoring.
31. Conduct regular schedule compliance Audits and review of IAPS process.
32. Support routine and non-routine maintenance activities in accordance with agreed procedures and operational requirements to ensure plant is operating safely, effectively and efficiently.
33. Contribute to site safety as an Authorised Engineer and participate in the duty engineering system for out of hours support.
34. Coach and develop the staff to ensure the minimum competency levels are met or exceeded by a yearly review of their training needs, on the job exposure, preparation of a personal development plan and regular feedback sessions including mid-year and final year appraisal.
35. Close coordination with production planning team to communicate & coordinate the impact of any changes in the gas profile to all stakeholders for optimum planning & execution adjustment.
36. Stand & acting IAPS Manager.
Required Qualifications:
1. Bachelor’s degree in Engineering or equivalent, with a minimum of 8 years oil & gas experience.
2. Experience in Maintenance planning & execution processes. IAPS processes and principles and reliability/integrity assurance or plant turnarounds with strong supervisory /leadership skill.
3. The successful candidate needs to be self-motivated, enthusiastic, creative and capable of taking the initiative.
4. Proven ability to interface internally and externally with the upmost sensitivity.
5. Practical experience of planning and scheduling tools.
6. Experience in planning and coordinating integrated activities within the gas value chain.
