Appraisal of public sector employees from January

Starting from January, the Ministry of Labor (MoL) will roll out the Individual Performance Measurement and Institutional Proficiency System (Ejada), covering 175,000 employees and 57 civilian units in the state’s administrative apparatus.

The appraisal system which is in line with the Oman 2040 Vision, aims to improve the level of quality of services provided to citizens, enhance the community’s confidence in government performance, in addition to clarifying the employee’s duties and responsibilities.

The details of Ejada were unveiled by MoL officials at a press conference in Muscat on Tuesday.

Mohammad bin Al Waleed al Hinai, Director of the Individual Performance and Institutional Proficiency Project, said that the Ejada system combines 3 projects in one to measure “individual performance, annual plans, and institutional proficiency.” It is a system for human capital governance, improving performance evaluation systems and linking productivity with incentives.”

Al Hinai said that evaluation in the new system will be quarterly, as productivity will be measured based on the objectives and key results methodology. “The evaluation will be transparent, fair and those who excel will be rewarded.”

Al Hinai said the cycle of the individual performance measurement system and institutional proficiency pass through several stages, namely: “determining the annual goals of the unit or institution, setting goals for employees, direct supervision by managers, reviewing the results of the end-of-year evaluation for all employees and determining the employee’s rank, approving and publishing the results of performance evaluation.”

He said the new system will not punish under performing employees, but will work to raise their efficiency, develop their capabilities, and address the challenges facing them.

Mohammed al Kalbani, Assistant Director-General for Development and Quality Assurance of Individual and Institutional Performance, said that there are many steps taken by the central team at the ministry to implement Ejada.

“The ministry has so far had 565 trainers in building job plans in government institutions to achieve the goals of this system and raising the performance of employees” he said, explaining that 2,312 training workshops have been organized, benefiting more than 130,000 employees.

For the individuals, evaluation will be based on set goals and achievements by employees according to the indicators and weights assigned, in addition to the targets.

As for measuring institutional proficiency, there are seven main criteria namely leadership, strategic planning, human capital, institutional culture, partnership, resources, innovation, customer satisfaction, governance, environment and society. There are also about 21 sub-criteria like job satisfaction survey, beneficiary satisfaction assessment platform and reports of other government units.
