Chief Operations Officer – Oman Air (Omani Nationals Only)
Limits of Authority:
In carrying out of the responsibility of this position, the COO has the authority, under the direction of the CEO-Oman Air/Accountable Manager, and approve documents to:
o execute decisions, plans and controls required to maintain an effective and safe operations;
o delegate responsibility and authority, as deemed appropriate, to subordinates.
Approve and act as signatory for Company documents including “Maintenance Organization Exposition” and its associated Engineering Procedures Manual, Operations Manual, Flight Operations Policy/Procedures and Airport Operations Manual etc.
Authorize the disposal of Company Assets in line with Company Policy.
Authorize items as per Company Corporate Manual, Financial Manual or as approved by the CEO-Oman Air.
Authorize duty travel, rebate travel, upgrade tickets from Economy to Business class, overtime, shift allowance etc.
Be the authorized signatory for all – Engineering, Flight Operations, Airport Operations and Safety related budgets
Role Purpose:
As nominated post holder [CAR OPS 1.175 (i) (1) & (3)], COO is responsible to the regulatory AUTHORITY on all Flight Operations (includes Operations Control & Support) and Crew Training matters.
Plan, control, monitor and oversee effective and efficient execution of all Engineering, Flight Operations and Airport Operations work functions that are required to maintain effective operations.
Approve/authorize various Engineering, Flight Operations & Airport Operations decisions within the limits set by the Company.
Assist the CEO in ensuring adequacy and supervision of staff within Engineering, Flight Operations and Airport Operations.
Key Roles & Responsibilities:
Strategy:
Undertake the planning and development of Engineering, Flight Operations & Airport Operations resources in line with Company’s strategies by defining and communicating policies and procedures, and ensuring that they are approved, published, distributed and adhered to, by all concerned staff within the Division.
Engineering, Flight Operations & Airport Operations Functions:
Ensuring the highest standards of safety, quality and efficiency and is accountable to Senior Management to ensure the same.
Responsible to establish and promulgate maintenance standards, policies and procedures in accordance with the relevant National and International regulatory authorities and as required by the company (as an operator); and to ensure their compliance with the provisions of compliance of the CAR 145 approval and applicable conditions and restrictions of AOC.
Demonstrate strength in obtaining results through a clear focus on goals and accountability, communications and knowledge of the business.
Ensure an efficient Management system within Engineering, Flight Operations & Airport Operations is in place that assures management of safety and quality, supervision and control of maintenance activities and compliance with company standards and applicable regulatory requirements.
Ensure efficient utilization of resources in order to sustain and improve high level of safety, Airworthiness standards, Dispatch reliability, budget targets, contractual obligations and aircraft presentation, thereby ensuring reduction in unit cost.
Undertake the planning and development of Engineering, Flight Operations & Airport Operations resources in line with Company’s strategies.
Maintain effective liaison with the Aviation Authorities, other relevant original equipment manufacturers and other operationally relevant external entities.
Ensure the establishment and maintenance of a system to ensure that Crew are rostered according to the Flight Time Limitations regulation and the conditions and limitations set in this Manual.
Define and communicate Engineering, Flight Operations & Airport Operations policies and procedures and ensure that they are approved, published, distributed and adhered to, by all concerned staff.
Provide the necessary interface with the DGCAR (Oman) and EASA Authorities on matters relating to Engineering and Flight Operations.
Ensure proper establishment and maintenance of a sound control and supervision over Airport operations.
Ensure proper establishment and maintenance of a sound control and supervision over Safety and SMS.
Manage the safety risks and to ensure Safety Management System for Engineering, Flight Operations & Airport Operations is practiced and adhered to.
Be involved in the Fleet Evaluation Committee.
In liaison with Management, develop and implement the Company’s strategies in line with the mission and goals of the Company.
Ensure that Company Health, Safety and Environment (HSE) policy is adhered to and is responsible for Human Factor concept practices and implementation.
Appraise staff and define development needs.
Define and implement training needs for Engineering, Flight Operations Airport Operations personnel.
Provide procedures, guidelines & standards for Inventory Control, Handling, Purchasing, Shelf Life Control and acceptance of aircraft spares and materials.
Prepare and submit all Engineering, Flight Operations & Airport Operations Budget proposals. Monitor the approved budgets and other expenditure to prevent over-runs.
Participate in Contract negotiations.
Represent the Company in major National and International events.
Participate in aircraft accident investigations involving Company aircraft. Responsible to liaise with Civil Aviation Authorities.
Scrutinize monthly Engineering, Flight Operations & Airport Operations reports and authorize the same.
Participate in evaluations of aircraft for the purpose of lease or purchase.
Participate in negotiations of Engineering, Flight Operations & Airport Operations contracts with customers or as a client.
Attend meetings as required.
Meet with contractors and customers.
Participate in formulation of Corporate Policies and Procedures.
Formulate recruitment policy for Engineers and Pilots.
Formulate policies and systems to maintain industry standards and managerial control within the Divisions.
Establish and maintain policies to allow efficient spare parts provision.
Establish, review and update operating procedures in compliance with DGCAR (Oman) and other applicable Airworthiness Regulatory Authorities.
Participate and control major facilities expansion projects.
Minimum Requirements:
Qualification:
Bachelor degree in Engineering preferably in Aeronautical / Mechanical or AME Licence or ATPL with reasonable flying hours (Class ‘A’ aeroplane) is preferable.
Master’s Degree, preferably in Airline Management, will be an advantage.
Experience:
20 years’ experience in Aviation / Airline industry.
At least 7 years Operational management experience with proven qualification.
Proven experience as Chief Operating Office or relevant role in an International Airline.
Knowledge & Skills:
Proficient in English (spoken & written). Proficiency in Arabic will be an added advantage.
Proficient in MS office.
Outstanding organizational and leadership abilities.
Excellent communication, negotiation and persuasion skills.
Good analytical skills.
Excellent planning, organizing, man management and time management skills.
