1 cup water
1 cup milk
1 cup powdered sugar
1 /2 cup ghee
1 cup whole-wheat flour
1 tsp green cardamom powder
1 tsp rose water
2 tbsp sliced almonds and pistachios
In a large bowl, stir together the water, milk,and sugar. Set aside.
In a pan heat the ghee.
Add the flour. Sauté until it turns deep brown.
Flavour with cardamom powder .Cook for 2-3 minutes more, stirring well.
Add the milk mixture. Cook, stirring continuously, until all the water is absorbed and the ghee begins to leave the sides of the pan.
Stir in the rose water and mix well to combine.
Switch off the flame.
Garnish the Halwa with nuts.
