THE SHURA MARCH

The Council of Oman with its two chambers: the State Council and Majlis Ash’shura, moves ahead in realising the national priorities contained in the Oman Vision 2040 within the parameters of its legislative powers. The Council of Oman provides studies and proposals in line with the development plans and programmes under the wise leadership of His Majesty Sultan Haitham bin Tarik.

Within the framework of the joint coordination between the Council of Ministers and the Council of Oman, the previous session of the Council of Oman witnessed a lot of joint meetings with the government that reviewed the role undertaken by the State Council in cooperation with the Council of Ministers in implementing the state’s general policies and providing the best of services to citizens.

A report issued by the State Council said the council submitted to His Majesty Sultan Haitham bin Tarik draft amendments of the National Records and Archives Law, the Securities Law and the Notary Public Law and the draft state’s general budget for the fiscal year 2022.

During the third annual session, the State Council’s standing committees held 50 meetings while the sub-committees held 66 meetings. The Council of Oman gave the nod to study 23 proposals presented by the standing committees including a study on the State Council’s internal regulations, a study on the small and medium enterprises and a study on the legislative frameworks of real estate funding, financial leasing and consumer financing.

The Shura march has, over 52 years of the Renaissance, displayed active partnership in decision-making and integrated roles between Majlis Ash’shura and the government in pushing forward the development wheel through exercising it legislative powers and creating a conducive environment for implementing the goals of Oman Vision 2040 and the Tenth Five-Year Development Plan.

In a report, Majlis Ash’shura said the ninth term (2019-2023) witnessed the ratification of 13 draft laws referred by the government including the draft Law on Combating Hidden Trade, the draft amendments of the Income Law, the draft amendments of the Insurance Companies Law and the Personal Data Protection Law.

The members of Majlis Ash’shura raised more than 429 parliamentary questions related to the health, services, educational and social sectors in addition to 299 briefing requests. In addition, the council discussed 60 expressed desires that were directly related to the citizens’ interests. — ONA
