New guidelines for women's beauty saloons

Hairdressing activities and women’s beauty centres are restricted to the first and ground floors of commercial/residential buildings or commercial buildings.

These are some of the many guidelines issued by Muscat Municipality as regulatory decision No 28/2022 with regard to the use of buildings for women’s beauty saloons.

Accordingly, the issuance of licences for such establishments will be limited to projects that meet the requirements and transfer of licences for currently existing activities is not permitted.

“These regulations are in view of the health requirements for the specifications of the building and its facilities, and the requirements of its workers in terms of health and occupation, as well as defining their permitted and prohibited services within Administrative Resolution No 219/2019 that regulates the issuance of regulation of health requirements for activities related to public health,” a spokesperson from Muscat Municipality said.

The resolution further indicates that new licences for such activities or renewal of licences will not be granted if they are located on the upper floors of buildings meant for commercial or residential use.

The municipality calls on all beneficiaries of these activities and those who are about to open similar activities to abide by the new regulations.

“This decision comes from the premises of preserving the privacy of residents in residential and commercial buildings, in a manner that does not cause inconvenience to the residents of those buildings, as it leads to disturbance of public comfort and congestion of vehicles and parking,” the spokesperson said.

Additionally, the staff working for hairdressing saloons or beauty parlours shouldn’t be accommodated in the same commercial house or to carry out any devices such as lasers in the shop unless authorised by the competent authority.

Also, saloons and beauty palrours are not permitted to display, sell or use unauthorised or expired chemicals and materials that do not carry details on the product. It is also prohibited to carry out any operations or procedures that require medical intervention or supervision, and other requirements specified by the regulations governing the activity.
