TWM Innovation Fund to Allocate 50% of Its Capital to Investments in the Sultanate of Oman

The Oman Investment Authority (OIA) has strengthened and doubled the impact of the “Oman Dimension” in its latest international investment by signing an investment agreement in partnership with the Innovation and Technology Authority of Hong Kong and Chinese company Templewater. Under the agreement, OIA will commit 25% of the capital of the Templewater Innovation Fund, in return for the fund allocating 50% of its capital to investments in promising sectors in the Sultanate of Oman.
The agreement embodies the “Oman Dimension” principle adopted by OIA in its international investments, with the aim of maximizing their impact on the national economy and generating benefits that extend beyond financial returns to include attracting investments and technologies, transferring knowledge and expertise, and creating new markets and opportunities for Omani companies. The agreement also represents an addition to OIA’s investments in Oman’s innovation and technology ecosystem.
Signed as part of OIA’s participation in the Belt and Road Summit 2026, hosted by Hong Kong in the People’s Republic of China, the agreement reflects OIA’s approach to leveraging its international investments to create added value for the national economy. Under the arrangement, the Authority’s commitment to the fund is matched by a doubled allocation for investments in Oman, contributing to attracting capital, companies, and technologies to local sectors, enhancing opportunities for knowledge transfer and partnerships, opening new markets, and supporting economic diversification objectives.
The agreement falls under the Hong Kong Innovation and Technology Venture Fund Programme, under which Templewater established the Templewater Innovation Fund in cooperation with the Hong Kong authority. The fund will invest in promising companies operating in innovation and technology and support their growth and expansion, with a focus on a number of future-oriented sectors, including advanced manufacturing, new energy, artificial intelligence and data science, and biotechnology and life sciences.
These sectors are aligned with OIA’s strategy of diversifying its investments and entering emerging technology- and innovation-driven sectors. This creates opportunities to attract global companies and technologies and connect them with investment and economic opportunities in the Sultanate of Oman.

He added that through this agreement, OIA looks forward to benefiting from the innovation and technology ecosystem in Hong Kong in particular and China more broadly, while connecting promising companies there with opportunities available in the Sultanate of Oman. The agreement will also enable Omani companies and OIA’s portfolio companies to access technologies, expertise, partners, and new markets, thereby supporting economic diversification and reinforcing Oman’s position as an attractive destination for technology investments.

The agreement further strengthens OIA’s presence within the global innovation and technology ecosystem by providing a platform to connect promising technology companies in Hong Kong and China with opportunities available in the Sultanate of Oman. This will enable these companies to explore Oman as a destination for growth and expansion and as a gateway to regional markets.
At the same time, the agreement provides Omani companies and OIA portfolio companies with opportunities to collaborate with international partners and benefit from the technologies and expertise developed by the targeted companies. This approach is also an extension of OIA’s focus on future-oriented and technology-driven sectors, strengthening the integration between its international investments and domestic investment opportunities and supporting technology and knowledge transfer, capacity building, and the development of commercial and investment partnerships that create added value for the national economy.
The agreement also forms part of a broader effort to strengthen investment and economic relations between the Sultanate of Oman and the People’s Republic of China within the framework of the Belt and Road Initiative. It seeks to leverage Hong Kong’s position as a financial and investment hub connecting Asian markets with regional and international markets, alongside Oman’s strategic geographical location and the opportunities it offers for accessing markets across the region.
The Enhanced Innovation and Technology Venture Fund Programme is a government-backed programme launched by Hong Kong and managed by its Innovation and Technology Authority. The programme aims to mobilize private capital to support the ecosystem of startups operating in innovation and technology. Templewater was selected as the fund manager under the enhanced programme, leveraging its investment and sector expertise, as well as its institutional and industrial network, to support the growth and expansion of these partnerships and transform their technological potential into sustainable commercial opportunities.
It is worth noting that OIA’s participation in the Belt and Road Summit 2026 was part of an Omani delegation headed by H.E. Muneer bin Ali Al Muniri, Deputy President of OIA for Operations. The delegation included a number of CEOs of OIA portfolio companies, representatives of the Future Fund Oman, the Oman Financial Centre, the Muscat Stock Exchange, and Sohar International Bank, in addition to representatives of several joint funds overseen by OIA.
During its meetings and engagements at the summit, the delegation explored opportunities for partnership and cooperation, reflecting OIA’s commitment to strengthening its international investment presence, diversifying its investments across future-oriented sectors, maximizing the Oman Dimension in its international investments, and expanding its network of international partnerships with the aim of achieving sustainable returns and generating economic opportunities and benefits for the Sultanate of Oman.
